What is a Formal Notice?
A formal notice is a letter you send to your landlord ordering them to correct a situation or respond to an obligation (ex. Extermination, repairs, unsanitary conditions, etc.). This notice should include specific details of the problem, the solution you are looking for, and how you will follow up if the recipient does not comply. In most cases, proof of a formal notice is necessary to begin legal proceedings.
You must send your formal notice by registered mail or deliver it in person and have the landlord sign to say they received it. It costs $9.75 to send a notice by registered mail and can be purchased at your local post office. When your letter is delivered, you will receive a signature of the person who signed when it was delivered, the date it was signed, and a mailing receipt. Be sure to keep all of these documents in case you need to take further action.

Is my landlord allowed to come into my apartment whenever they want?
NO. Your landlord must give you at least 24 hours notice before coming into your apartment, unless they are coming due to urgent and necessary repairs. You have the right to refuse entry to your apartment if your landlord comes to do repairs before 7AM or after 7PM, unless the repairs are urgent and necessary. You also have the right to refuse entry to your apartment if the landlord is coming for an inspection or to show the apartment to potential tenants before 9AM or after 9PM.
